How to Add Oracle Text Form Field on rtf template in XML Publisher Report(BI Report)
Enable Developer tab like shown below.

Open Word doc--Goto File Menu--Options---Customize Ribbon
Select developer tab on Main tab. Enable and ok.
After enable. You can see developer has now added into Menu.
Click on it. Then Legacy tools like below n select text form field.
